The decision to not allow sky stop on GCP spot instances was made based on the behavior of AWS. AWS throws an error when trying to stop a spot instance associated with a one-time spot instance request. However, on GCP, the disks attached to spot instances are preserved and can be accessed and recovered. This behavior is different from AWS. The issue has been filed to track this improvement.
